RMM Construction Management Services offers a wealth of experience in providing program planning, project management, project financing and business development strategies to those in the building industry.
Within the area of program planning, RMM helps to identify the right architect and design team for the project and guides the process to ensure your facilities operate efficiently and economically. These goals are achieved as a direct result of early programming decisions. Key guidelines followed in selecting a design team must include the following; knowledge of local building codes, design team’s similar project experience and familiarity with the county or city planning departments.
Once the design phase is complete, RMM delivers on the construction of the project as part of its project management services. RMM drafts the request for qualifications/proposals, oversees the proposal process, and helps to select the best qualified and most competitive construction firm to build your project. RMM manages the design team and the general contractor to ensure that they stay on budget and on schedule. The project is delivered with an emphasis on quality, budget and timeliness. At the completion of the project, RMM oversees the contractor’s completion of punch list items, submittal of all drawings and documents, and ensures the successful commissioning of the building.
As part of its business development services, RMM also provides a wide network of contacts in all market segments to help you capture a market and works with you to penetrate the marketplace and attract new clients. RMM assists you in building a marketing/business development plan specific to your company’s staff talents and targeted markets. In addition, we offer a public relations venue that includes; special event planning and hosting, employee award ceremonies, and holiday festivities for clients and/or employees.
Another service RMM offers its’ clients is access to project financing through the sourcing of debt and equity investments. We evaluate each project financing request as to its purpose and credit opportunities. We seek multiple sources of financing including family and institutional investors whose portfolio is a strong fit for the investment opportunity.

Leadership Team
President, Bob Maxwell was in an executive role overseeing and managing capital programming for the State of Arizona and the County of San Diego. As the Executive Director of General Services for the County of San Diego, Bob guided the real estate acquisition and lease management activities, the design and construction of building renovations and new construction, and the facilities maintenance program for prisons, jails, public offices and buildings for more than twelve years. He joined Rudolph and Sletten Construction in 1996 as a senior executive and business development director. Bob has advanced his career since that time working for many of the nation’s leading construction companies including; Layton Construction, Level 10 and C.W. Driver Construction. While enjoying tenure with those firms, Bob developed a reputation for in-depth expertise within the construction industry. Bob worked with a number of high profile clients including; Salk Institute, Sidney Kimmel Cancer Center, SeaWorld San Diego, Rueben H. Fleet Museum, San Diego Museum of Art, University of San Diego, Palomar Community College, Palomar-Pomerado Health, Scripps Health, Hard Rock Casino and Hotel at fire Mountain, Morongo Casino and Hotel, Qualcomm, and many others. He is especially noted for his ability to consult on program management and to provide business development services throughout California. Bob graduated with an MBA, Arizona State University and a B.A, University of California, Los Angeles.
Mark Maxwell, Director of Administrative Services , is a graduate of San Diego State University with a degree in Communications and Journalism. He has earned his Project Management Certification and worked as an intern on several construction projects early in his career. Mark has the day to day responsibility for accounting, corporate communications, information technology and project operations. Mark has experience in the construction industry including working for Rudolph and Sletten, Inc., and Level 10 Construction. He provides support to field project management staff and assists with the business development activities for RMM.
Consulting Partners
Eric Manese is a graduate of the University of Arizona Eller College of Management and member of its National Board of Advisors. Eric has been involved in financial services for over 25 years. A former wealth manager and Accredited Asset Management Specialist (AAMS), Eric has worked for companies such as the American Express Corporation and AG Edwards & Sons, Inc. and later formed his own Registered Investment Advisory Firm and broker dealer serving clients nationwide. Through this network, Eric has developed an established stable of institutional investors and family offices to bring to RMM clients for consideration of projects and developments. In addition, Eric has served on numerous other non-profit boards including a hospital foundation board and chairs an educational and mentorship nonprofit.
Clients
Some of RMM’s current construction projects include the San Diego Museum of Art and a renovation of a 150,000 sq. ft. office building located in Los Angeles. On the business development side, RMM is working with a Bay Area construction firm focused on biotechnology in San Diego.
RMM has just completed a five-month Feasibility Study for the San Diego Museum of Art. The study included programming studies, planning refinements, and concept design. The study encompasses a proposed renovation of interior and exterior space that would increase visitor capacity, expand accessibility for education and public programs, and improve facilities for the collection and exhibitions.
In terms of sourcing financing for projects, RMM is currently proposing to build a Butterfly Palladium exhibit at the San Diego Safari Park that will feature an ecosystem immersion experience for families and visitors with 3000 butterflies. Additionally, we are sourcing financing for a Native American casino located in Northern California.
