Program Planning

RMM provides early involvement in projects through its program planning services. The early involvement of an RMM program manager helps create a better understanding of the clients’ goals and objectives related to any construction project. In turn, the program manager is better prepared to guide the architect and the contractor towards achieving the goals of the client.

Throughout the planning process, the RMM program manager becomes a “stakeholder” in the process of ensuring that the design team and the construction general contractor work in concert to achieve the project goals. Program planning is a critical path process that sets the stage for the project towards achieving a successful outcome! Selection of the Architect

One of the most important steps in program planning is identifying the “right” architect and design team for the project. As program manager, RMM guides the client toward a qualification-based selection process. The process involves identifying 3 to 4 architectural firms with a strong project history of similar projects and experience in the region where the project will be built. Knowledge of local building codes, similar project experience, and familiarity with the county or city planning department is an asset for the client in selecting a design team.

Other Programming Decisions

Once the architectural team is selected, the RMM program manager becomes the conduit between the client, stakeholders and the design team. Our project manager will ensure all programming needs have been addressed by the design team to result in a project that can be built within the agreed upon budget and schedule. RMM guides the process to ensure your facilities will operate efficiently and economically as a result of early programming decisions by the client, program manager and design team.


Construction Management Services

RMM is excited to have an opportunity to deliver on the construction of the project once the design phase is complete. There is only one opportunity to build your project correctly. Selection of the general contractor is a key to success, as they work collaboratively with the RMM program management staff, the design team and the owner providing scheduling, cost estimating, and value analysis services during the preconstruction phase. phase. The selected general contractor is responsible for executing the design team’s plans and specification in accordance with the goals and objectives for the project as established by the owner in the early project planning efforts.

Selection of a General Contractor

As a first step, RMM will draft a competitive qualification-based selection document(s), including a request for qualifications, followed by a request for proposals to determine the best qualified and most competitive construction firm to build your project. We recommend utilizing the CM@Risk or Design Build service delivery methodologies.

The contractor selection process will include the evaluation and ranking general contractor proposal responses, conducting interviews with short listed of general contractors, and a review of the means and methods proposed to build the project. RMM will meet with the successful contractor to review fees, general conditions and terms of the construction contract.

Constructability Reviews

RMM utilizes constructability reviews to ensure that the design documents are comprehensive and complete to eliminate “scope gaps” which later become “change orders”. The review is conducted with sustainability, life cycle maintenance and lean principles in mind. RMM’s constructability reviews, performed early in the preconstruction phase of the project, often results in savings in both time and money!

Scheduling

The project schedule is instrumental in developing a successful project execution plan. Our schedule planning begins in the early design phase of the project and continues to evolve alongside the estimating and budget development efforts. The RMM team is experienced with Primavera 6 as well as Microsoft Project to aid the scheduling efforts and allows us to communicate with the general contractor and their subcontractors effectively.

The schedule logic includes the identification of a “critical path” that highlights tasks and events which must occur in a timely manner for the schedule to remain on track. Additionally, the schedule will be used by our estimators to ensure their estimates include cost of living adjustments based upon the duration of the project. The project schedule is instrumental in developing a successful project execution plan.

Estimating

RMM provides a number of key estimates from the programming or preconstruction phase up to the start of construction. These milestone estimates occur at the following stages of design; conceptual, schematic, design development and construction documents. As the design for the project evolves with more detail and specifications, the estimate of costs becomes more detailed, exact and reflective of the market costs. RMM’s knowledge of local subcontractors, vendors and suppliers is invaluable in developing an accurate budget for our clients. We also work with estimating and scheduling firms that have a long-established history of pricing construction projects in California or the region where the project is to be built

Budget Development

RMM will develop an accurate project budget in agreement with our client, design team, and general contractor stakeholders. We will utilize our estimating resources to develop early conceptual budgets and update those budgets as the design evolves up through schematic and design development. With this information and the approval of our clients, we can ask our general contractor to move forward with our competitive trade contractor bid process and plan for project execution.

Management of the General Contractor

During construction, RMM will manage the general contractor to ensure the project stays on budget and on schedule for a successful delivery. RMM’s leadership being perfectionists to the core, you can rest assured your project will be delivered with an emphasis on quality as well as costs and timely completion.

At the completion of the project, RMM’s project management team will oversee the punch list, submittal of all drawing and documents and ensure the successful commissioning of the building. We will require that the general contractor return to the building 12 months later to ensure all systems are functioning as they were designed to do and before the warranty on building support systems expires!

Technology Applied to Construction

RMM will utilize technology with a collaborative and transparent project approach. We will work with the design team and general contractor to choose the best technology solutions for your project—delivering the visibility, transparency and governance that you desire, with the collaboration and control that you require.

These technologies include the implementation of project and program management systems from an owner’s perspective, as well as building information modeling (BIM) and virtual design and construction (VDC). Our involvement in the programming phase and in early project management activities ensures that the design team utilizes this technology effectively. The use of this technology helps to resolve design conflicts early in the building design process and eliminates the potential for disruption in the field during the construction phases.
